Faith communities hold a unique and pivotal role in addressing the needs of vehicle residents. Often possessing the necessary resources and compassionate mission, faith communities are ideally situated to provide safe parking spaces for those living in their vehicles. However, many congregations are unsure where to begin, how to implement effective programs, or how to sustain and grow these initiatives.

Your home enjoys the highest level of Fourth Amendment protection against
government intrusion. Your car the least. So what happens when your home is your
car?

This question affects over one million Americans who currently live in vans, RVs,
trailers, and other vehicles, and their ranks are growing. Most Americans would be
surprised to learn that they enjoy greater privacy rights in a tent than if living in a
recreational vehicle (“RV”) or van, even if situated in the same campground.

This talk discusses the striking privacy vulnerability of the U.S.’s burgeoning vehicle-
dwelling population based on an analysis of fifty years of federal and state case law on searches of vehicular homes, and suggests several ways in which courts can and
should enhance vehicle dwellers’ privacy rights.

Join Mary Sweeney and Chris Wilkerson for an in-depth look into the groundbreaking RV Wastewater Program at the 2024 Vehicle Residency Summit. This presentation will showcase how the program collaboratively engages community governments, charities, and businesses to deliver impactful water quality results while upholding compassion and humanity. The program has achieved significant milestones, including over 5,246 wastewater collections and 13,454 outreach visits, ultimately disposing of approximately 250,000 gallons of waste.

This initiative, in partnership with St. Vincent de Paul Seattle/King County RV/Vehicle Outreach, emphasizes a humane approach to community service. The team facilitates professional wastewater services alongside essential person-to-person outreach, providing basic supplies and resource information, and distributing over 10,000 boxes of food and other supplies.

Attendees will gain insights into the operational challenges and successes of this unique model, the partnership dynamics, and the continuous efforts to cover every neighborhood in Seattle, ensuring no one is left behind. The session will conclude with a Q&A panel discussion, inviting audience engagement to explore deeper into the strategies and impacts of the RV Wastewater Program.

Big Tent Approach to Parking Programs

A growing number of people are using vehicles as their primary shelters across the USA. Some enjoy the “van life” or travel regularly as “snowbirds,” some are “digital nomads” working remotely or “work kampers” employed in campgrounds, festivals and harvests. Some individuals and families are displaced into their vehicles due to personal and environmental catastrophes, while some use their vehicles to maintain connections with familiar communities where they can no longer afford to live. Every vehicle resident represents their unique experiences, histories and camps or communities; and yet, many who live in vehicles experience similar needs, concerns, regulations and forms of discrimination. This session considers many of the camps that exist under a big tent of vehicle residency through an anthropological lens, focusing on people’s innovative adaptive strategies and best practices to thrive and succeed. Attendees will learn about a variety of parking programs that meet the diverse needs of people living in vehicles, nomadic communities that empower vehicle residency through mutual aid and support, as well as innovative municipal, social service, and faith-based programs that meet the immediate and long term needs of vehicle residents across the USA.
